Beginning in late 2016, US diplomats and CIA officers stationed at the US Embassy in Havana, Cuba began experiencing a mysterious ailment characterized by sudden onset of intense pressure in the head, ear pain, and a sense of vibration—often localized to specific spots in their rooms. The symptoms were accompanied by high-pitched sounds or pulses.
Over 25 embassy personnel were affected before the US withdrew non-essential staff in 2017. Medical evaluation at the University of Pennsylvania found evidence of brain abnormalities, including changes in white matter microstructure, in 21 diplomats who were evaluated—the first documented cases of brain injury with no reported head trauma.
The syndrome subsequently spread to US diplomatic and intelligence personnel in China, Russia, Europe, and the continental United States, with over 1,000 reported cases by 2021. A 2023 assessment by the National Intelligence Council attributed the most severe and unexplained cases to a foreign adversary's use of directed energy—a form of focused microwave or acoustic weapon.
The CIA concluded it was unlikely a foreign government was responsible for all cases, though specific incidents remained unexplained. The neurological damage documented in the Havana cases is real and measured, and no conventional explanation—mass psychogenic illness, environmental factors, or radio communications equipment—has accounted for the documented brain injuries.
